The Freeport Bridge, also known as the Donald R. Lobaugh Bridge, was constructed in 1965 to take PA Route 356 traffic over the Allegheny River and to connect the Freeport Borough area to Westmoreland County. The bridge and its approaches are a vital link between Butler and Armstrong Counties to the north and west with Westmoreland County to the south and east. The bridge consists of a main span over the Allegheny River with a number of smaller spans on both approaches. The northern approach contains a series of ramps, merge points and side street intersections connecting PA Routes 356 and 128; Freeport Road (State Route 2019); Coal Street and Laneville. The bridge is currently in need of repairs to strengthen the superstructure, replace the bridge deck and replace the northern and southern approaches to the main span.

PennDOT District 12-0 maintains the entire structure from the northern to the southern abutment. District 12-0 is overseeing the development of plans for the bridge rehabilitation and the approach structures. The bridge rehabilitation will consist of upgrades to the superstructure, new piers and structures for the northern and southern approaches to the main span and a new reinforced concrete deck. Bridge traffic will be maintained at all times using half-width construction.

PennDOT District 10-0 maintains PA Route 356 beginning at the northern bridge abutment and all connecting state roads in Armstrong and Butler Counties. PennDOT District 10-0 is engineering a new roadway design to simplify and improve the safety of the northern structure approach. The current ramp configuration has thirteen (13) intersections and three (3) weave areas within a confined project area. A weave area is where a merge point is closely followed by a diverge point which creates crossing traffic patterns. The new design configuration will reduce the number of intersections and weave areas, eliminate all skewed intersections and reduce travel times.

The project is currently scheduled for construction beginning in the summer of 2010. Both the District 10-0 and District 12-0 sections will be constructed as one project. The project is scheduled to be completed in 2013.
