Freeport Bridge

WELCOME:
The Pennsylvania Department of Transportation (PennDOT) would like to welcome you to the Freeport Bridge home page. The Freeport Bridge is a vital link in the Alle-Kiski Valley transportation corridor which will be undergoing significant and necessary repairs in the near future. This site provides information on the plans being developed for the Freeport Bridge and addresses some of the questions being asked about the project scope, schedule and other important issues which may affect the residents and businesses of this area.

PennDOT Districts 10-0 and 12-0 are currently developing plans for the rehabilitation of the Freeport Bridge, also known as the Donald R. Lobaugh Bridge, over the Allegheny River and the reconstruction of the northern bridge approach. The project is located in Westmoreland, Allegheny, Butler and Armstrong Counties. The Federal Highway Administration (FHWA) is providing oversight for the project.

The Freeport Bridge rehabilitation will strengthen the existing superstructure over the Allegheny River and provide new northbound and southbound approach structures. Traffic will be maintained across the Freeport Bridge at all times during construction using half-width construction phasing.

In addition, a new roadway design is being developed to simplify and improve traffic safety on the northern structure approach in Butler and Armstrong Counties. The current ramp configuration has thirteen (13) intersections and three (3) weave areas within a confined project area. The new design configuration will reduce the number of intersections and weave areas, eliminate all skewed intersections, and reduce travel times. Traffic will be maintained on the northern bridge approach to Freeport Road, Freeport Borough and PA Route 356 to PA Route 28 at all times during construction.

Please feel free to review all of the information provided on this webpage. If you have any questions or would like to comment on the project, please feel free to contact Bill Oshnack, PennDOT District 12-0 Project Manager or Mark Rozich, PennDOT District 10-0 Project Manager and we will be happy to assist you.

    Thank You,                               Thank You,
Mr. Joseph Szczur, P.E.             Mr. Joseph P. Dubovi III, P.E.
